Bogwoppit is correct - it is City of the Lost Children (the children are being used for their dreams). It's one of my favourite films but it's far better in French than dubbed into English. For once not because of the voice acting but because the English script misses out a lot of the humour found in the French script. If you can I highly recommend you watch the subtitled version.
