Well, all turtles breathe air. So they can live out of water physically. Whether they can survive depends on the type. There are many turtles in the dessert that have feet and a rounder shell to hide in. Sea turtles have fins and flatter shells because they're designed to move in the water. Some turtles for aquariums have legs but live in the water mostly.

Turtles can live out of water for a short time only. The need water to survive. When making their home, add rocks that they can climb on and water to swim in. They will be happy and live for quite some time.

Depends on the turtle, they all drink water though. Do not put a box turtle in water it can't swim, but like to bath in water that is very shallow.

Land turtles, like box turtles live all their lives out of water.

If you are talking about common aquatic turtles, like slides, painted turtles or snapping turtles... well they need water to swallow their food. They can be out of water for a few days, but it stressed them out. They come on land only to lay eggs and sometimes to bask. But they often bask on rocks or logs.
