A four year old has a very short memory. Punishment must be immediate with a time out. (Spanking is regarded as excessive by the law.) Later is too late.
When the kid gets old, there will be a serious problem handling this kid.
If this is not your wife, you can do little other than discuss this with the mother. If this is your girlfriend, think about her lack of discipline with regard to your future with her. She needs parenting classes.

Four year olds lie all the time - testing their limits. Maybe she thought the lie to be so insignificant that it didn't warrant comment. If she won't guide the little one ever that's a problem. But you sound a little over-wound about a four year old's one time behavior. So is it a constant pattern or are you over-reacting?

how are u related to the family? You could try talking to the mother and telling her that it is important to start instilling good behavior in children at a young age, it gets harder as they get older. There has to be consequences to doing wrong. Whether it be a toy gets taken away or a privilege gets taken away. In any case, talk to the mom.

If you are the father then be one! If not then discuss this with the mother and expect the friendship to end. But in no circumstance should you allow anyone regardless of age to lie to you with out consequence. Someone lies to me and I'm all over them, with the "DONT YOU EVER LIE TO ME AGAIN" and then on its "are you talking to me or just lieing again?

Put your foot down and be a good father by providing discipline for your children. As for your wife, you need to somehow find a way to convince her that your punishments need to be consistent. If you do not provide consistency (mom tells child one thing and father another) your child will continue to be a little "terror". Of course, don't go overboard and think that discipline means physical abuse. Discipline your child by taking away privileges and providing positive reinforcement.

What can be done? I don't expect you to take on that responsibility, I think that it's the mothers(or fathers) duty to correct that kind of behavior. Byt, really does the mother do NOTHING ALL THE TIME? Sometimes its nessesary to not punish everytime.

You are not the parent. However, suggest to her in a nice way that the child's lying and her acceptance will only lead to dismay when he is conducting criminal activities. If that is the kind of child she wants to raise, let her know, then she will be spending a lot of time bailing him/her out.

If she doesn't do anything about it now they will grow up with that same habit of lieing and that 4 year old needs a good paddling and taught not to lie

I undestand your worry about your 4 year old and lying. At that age young children are actually learning to use their imaginations. Sometimes a lie is them creating.
