Because people believe what they want to believe. There's a lot of people out there who want to believe that it was some evil government plot because they don't like a lot of the things that have come as a result of 9/11 (Gitmo, Iraq War, etc). They really really hate the Bush administration, and they are ready to believe any crazy story as long as it discredits George Bush or his allies. I wish I could say this type of ignorance and self delusion was uncommon.
