it ran off of 110 volts.and you could put anything on top like carpet,linolium,tile ,etc.

When you say putting flooring on top, it sounds like an in-floor heat. There are many makers of that (Easy Heat for example), and some are hot water instead of electric. I wouldn't expect it to be 120V though. Most permanent heat is 240V to use smaller wires (half the current). Portable heat, like the common 1500W space heater that plugs in, is 120V. Perhaps a small in-floor heat could be 120V, but I would expect most to be 240V.

Other electric heat sources are baseboard heaters of course, and also electric forced-air furnaces.

Sounds like a portable electric heater, or else a baseboard-looking heater that attaches to the wall. Try Home Depot.
