Which browser do you use?

For Netscape:
Tools -> Options -> Advanced -> Java Console Enabled
Check to see if the checkbox is checked.

For Mozilla:
Tools -> Web Development
See if there is an option for the Java Console.

For Firefox:
Tools -> Options -> Web features -> checkbox for "Enable Java."
Or type into your address bar the following: about:plugins. Scroll down until you see Java plug-ins listed, and then look at the rightmost column ("Enabled") to determine whether Java is enabled on your computer.

I don't use IE, so I wouldn't be able to help you there.

From the “Tools” menu, click “Internet Options”.
Click the “Advanced” tab.
Under “Microsoft VM”, ensure that “Java console enabled” and “Java logging enabled” are checked.
Click “OK”.
If you selected “Java console enabled”, restart your computer.

in Internet explorer, click on tools
then internet settings
then advanced tab,
scroll down you will see Microsoft VM
click on "java concole enable"
then restart.
