They're different .. in Northern California, they're governed by the Office of the Insurance Commissioner. In Southern California it's both the Insurance Commissioner and the Department of Corporations. Every state is going to have their own.

You can either try calling your State or searching it on your state's main web site.

Title companies fall under real estate law which is a state-held jurisdiction, therefor it varies by state.

In Texas TREC (the Texas Real Estate Commission) runs all real estate related matters.

In utah it's the insurance commission
