Legalized is a very specific term meaning that the government does not see it as wrong in any way, and it is freely bought and sold.
This is not even the case in Holland. in Holland it is a controlled substance, there are limits to how much people can "produce" in their homes, and not just anyone can sell it.
Think of it a bit like Alcohol in Canada.
In Canada right now, the decriminalization process has already begun unofficially. That means that if you are caught with under a certain amount, there will be no criminal charges. You may recieve a "slap on the wrist" or a small fine.
The police have thankfully realized that marijuana is not a dangerous drug and that their time would be better spent on other things... like catching real criminals.
As for Canada legalizing marijuana, it will be a VERY long time before that happens... we have a new CONSERVATIVE cowboy government, thanks to Alberta alone... and we are still scared to do anything to upset the US government.
I think we will continue to see the decline of minor marijuana fines.

When (a) it is legal in the US, or (b) Canada decides it can tolerate a huge problem with the US authorities on their border. Americans would obviously want to go there to buy, if not to live there.
I prefer option (a).
