Besides renovating every spring, is there any pre-treatment that can be applied in the fall ?

Try using Gypsum at recommended rates or slightly higher. You can find Gypsum in granular forms (which are much easier to apply) but the powdered form will work just as well. Gypsum is comprised of Calcium Sulfate and when you water it into the soil, the calcium will displace the sodium found in salt. Make sure you apply adequate amounts of water to move the salt out of the root zone of those plants you're trying to save.

I've yet to find this answer! The only thing I can think of is to start really early! As soon as snow is gone, I'm raking the yard that is most affected by the salt. Sorry I couldn't be more help.
