Its not truly 'non-stick' teflon til the manufacturing process is complete, that is til the teflon coating has been sealed onto the pan.

They use a special coating treatment on the metal to get the teflon to stick to the coating.

teflon has the unique property of uni-dimensional stickation. this means that one side will stick becasue of the amphiphilic nature of the dangling fluorine bond. So, so long as it is deposited with a high frequency stiptic field, it will deposit sticky side down.
