If this person is your friend, you should be able to tell him/her that enough is enough already, and to stop.
If he/she doesn't stop teasing....
Do you know your friend's parents? Let THEM know what's happening.
"I always felt _____ and I were friends. But when I started this special PE class because I've got health/physical problems, he/she started teasing me a lot, and I wish he/she'd stop."
If you don't think his/her parents will help, or you don't know them, say the same thing to your case manager or a school counselor. Hopefully, both you and your friend will get pulled in to a meeting together to deal with it.
If you don't think any of these things will help, then the person is NOT your friend. Report them for bullying (that's what this sort of teasing really is). This person is making the choice to bully, so he/she should have to deal with the consequences.

Tell him the truth; (1) that it hurts your feelings and (2) there are much more important things in the world to talk about and (3) a lot of things to laugh about in the world that are REALLY funny (like this knock kncok joke)

Maybe you can find something to joke back at him about. I remember when I took "Home Economics" in school. Learned to sew and cook and stuff like that. All my friends made fun of me! Then I just said; "Yea, it is hard, being the only guy in the class with all those pretty girls"! Seemed like the next year there were a few more guys taking Home Economics. ;-D

Well Special Ed as in b/c your dumb? or Special Education because your smart. the Spec Ed where i lived was for dumb ppl.
If he was your friend would he really be making fun of you? No, confront him. Say, "Shut the F*CK UP!!!" and he'll leave you alone, if he doesn't, beat teh sh!t out of him.
