Paint is simple and cool for minimal editings, but if you wanna go to the next level get Photoshop....
To learn how to use it get a small book or just play with it and you will learn by thime

Paint shop pro but i find that hard to learn on and not alot of stuff with it.My favorite is Adobe Photoshop easy to do effects with and has more to it in my opinion
