Well, AT&T has never really get into Chinese market as we know of. The Chinese tele-communication market is strictly controled by government own corporation. AT&T is only a partner for them in Long distance call. They established their service with Chinese government in the late 70's. I don't think there is a exact day on when they actually start it, since the progress is finished in a long period. If really want know how and when did they started to venture into China, try the website and write a email to them about this.
