Look at some success stories like Mary Kay, and Avon. How do they get customers? Since you cannot afford flashy advertising, you must get product into people's hands, and on their faces.

I know a lot of Mary Kat consultants that do well with fish bowls in salons for a free facial. Have a party with friends take pictures and send out a press release to your local paper about and exciting new cosmetic product.
Become THE person the press want to talk about when they are researching products.
Offer to do the make-up for a local fashion show.
Create a "glamor gift basket" filled with your best products, and offer it as a prize to the hair stylist that refers the most customers to you.
Give free facials to your local hair stylists, if they like your products, they will tell their friends - make sure they have some brochures.
Info-mertials tend to do very well. It's pricey, but many do very well.

You need to have samples to offer people. Then you need to gently ask them to try them while you are still there. If they are pleased with what you are offering, kindly ask for an order. You can have a party which truly would be more beneficial to you. You could offer refreshments and then take orders for your products. The more pleasant and unassuming the atmosphere, the more readily people will feel at ease in purchasing your products. Never make things difficult with long explanations about the products. Only answer what you are asked. You definitely lose people when you insist on a lot of talk about anything. I personally found this out when I sold products some years ago. Everything improved for me, when I shut my mouth and let the people make their own choices. Remember this, "If God be for us, who can be against us?" - Romans 8:31. Peace and God Bless.

Try to work out a consignment situation with a hair salon that already has good traffic.
Set up a booth at craft shows, flea markets, etc.
Figure out your target market and where they likely shop. Talk to store owners to see if they would let you set up a table with samples for a cut.
