You are thinking of Korea - which is divided into North and South. North being communist and South which is a Republic.
Vietnam has 5 municipalities (Can Tho, Da Nang, Hai Phong, Hanoi, Ho Chi Minh) united as one Communist state.

It is united as a Communist state. That said, it is Communist mostly in name only. They certainly need to work on further Democratic reforms, but the economy has made many strides toward openness (otherwise, the US wouldn't have renormalized relations).
