Whip It was on their third album. The flowerpot hats.
In between was the hawaiian shirt look and their remake of "Secret Agent Man".
Mark Motherspaugh has gone on to make a FORTUNE as a composer. Probably best known is his Rugrats music.

Devo scored for the short film The Truth About De-Evolution, which won a prize at the 1976 Ann Arbor Film Festival; when the film was seen by David Bowie and Iggy Pop, they were impressed enough to secure the group a contract with Warner Bros.
Their first album released was in 1978 "Are we not men? : we are Devo. I seem to remember the song that got the most "radio play" at the time was Satisfaction, but i doubt this was the first song they recorded.

I'm not positive, but I'd bet Jocko Homo was their first song. It's on Hardcore Volume 1. It was also in the Truth About De-Evolution which came out before any of their albums.

Like everyone else said it's called "Whip It" and if you haven't seen the video you need to because it's hilarious. They all have these flower pot looking hats on thier heads and they start whipping the clothes off this mexican girl with their whip.
