Yes there is.

On top of that, there are various bookshops that sells japanese Materials (books), and there's a Japanese Associate as mentioned, in Adam's Road.

There are also a few Japanese schools, from preschool all the way to senior higg.

I understand from my Japanese boss, there's about 20,000 Japanese working here. So include their families, the figure may be more. Surely there are things to keep the people going.

The largest Japanese bookshop in Singapore is probably Kinokuniya: website at http://www.kinokuniya.com.sg

Not sure about libraries though. I'm guessing public libraries might have a rack or so devoted to foreign language books?

There are bookshops here that sell Japanese materials. If you need library probably you can head to those in the Japanese schools.
