What do you mean by "safe"? You mean can she get pregnant? Believe it or not, the answer is YES. It is definitely not common, but it can happen. Always best to use protection.
If you are referring to STDs, blood-borne pathogens are the most common way to transmit STDs, especially AIDS. If you are not in a monogamous relationship, or are not sure of the health of your partner, probably best not to have sex during her period.
However, if you can tolerate the "mess," women can be very horny during this time and sex can be really HOTTTTT!!!!!

By safe, do you mean will this prevent pregnancy or infection? HELL NO.
Here is some information on condoms, birth control, infection, safer sex, abstinence and other alternatives to intercourse, how to talk to your partner about sexual issues ... even a video on how to CORRECTLY apply a condom.

Its safe to have sex while on her period but it would get messy and maybe even smelly. But if about pregnancy then its not all that safe....however please use a condom for your protection and hers too.

if by safe you mean she can't get pregnant, typically speaking she can't but it has been know to happen. so you should always use a condom no matter what time of the month it is.
