What operating system do you have?
Go to Start menu, then programs, then accessories, then system tools. Click on system restore and try and restore it to a previous day when it was actually working.
You might have some windows system files that might be corrupt or you might want to check for adwares or spywares thats in your system that might be corrupting some files.

Well you can hold down the power button for 10 seconds and it will turn off for you or you can check a settings. Right click on my computer icon that is located on your desktop and select properties. Than you click on the hardware tab once in there click on the button that says Device Manager. Once in the Device Manager window click on the view tab and select " Show hidden devices " Look down the list and see if there is one of those processes with a exclamation point if so right click on it and enable it. That should fix it for you, if it doesn't you might want to check for spy ware that is causing your computer not to turn off, might be a process that is spy-ware running that is not allowing your computer no to turn off.

This is an indication that so many processes are running that they can not be shut down. Spyware will open new processes faster than windoze can shut them down. Hold down the power button for 15 seconds and reboot. Run your spyware scanner in safe mode and then try again.

Sounds like you are bound up with adware and spyware.
Reboot from your system disk.
Failing that you'll have to take it in for service.
