If you're playing with lips, why shouldn't you both have fun? And the tongue is so near.
I think it is movies and risque literature that have brought these activities into public view.
The English used to stereotype the French as sexier and more interesting than their own locals. (The French are near enough to be known, slightly, but far enough away to be some way exotic). This was in the Victorian and Edwardian eras; maybe even earlier. Of course anyone might have taken a boat across the Channel, but in fact few did (a small percent of the whole population).

The British named it the French kiss because they believed that the French were more risque with their love making. Entymologists believe that it is an instinctual action during passionate love making that was not invented it just happened or developed. Of course during my research I found some scientists disagree with this and they want to place an origin of where french kissing began. As far as I can tell some people are still trying to figure it out. Just accept it, it feels good, it shows love and that's good enough for anyone or it should be.
