Dubai is a modern city and isn't governed by Sharia law...(which is the Islamic law)..
While in Saudia Arabia, the regime is governed by a strict, and i have to say fundamentalist law that is not religiously correct. It's like that, because Saudia Arabia is home to the Ka'ba, the Holy site for all muslims, which is found in Mecca. so by it being the Holy capital of the world for Muslims, it should be governed by religion.
