Write up a business plan and shop it around. There are lots of people with money and no ideas how to invest, and there are lots of people with ideas and no money to invest. The two groups need each other.

If you have a sound idea that looks like it will make money, then people will invest in your idea. If they won't...it is YOUR IDEA that needs polishing.
