Your question is too subjective. What is a decent restaurant? Decent full service, fast food, casual, upscale, diner, buffet?
How big?
Buying or leasing?
What type of menu?
High end real estate stand alone building, low income strip center, or somewhere in between?
Was the previous business a restaurant?
Is there already a grease trap?
Ventilation?
Fire suppression system?
Is the building up to code?
Does it have adequate plumbing and electical circuitry for a restaurant?
Is there existing furniture and fixtures or will you have to provide?
Will you be doing a soft opening?
How much advertising is necessary to let the public know you are there?
What type of signage do you need?
No one can tell you what it takes to open a "decent" restaurant without knowing your situation, and what you consider a "decent" restaurant.
