It means, the person has two left feet. Imagine for a moment, How will he walk, run or dance with two left feet. How would it look? Clumsy & awkward.
Such a person can never learn how to dance to the tune!
The Dace Schools call themselves 'Two Left Feet' to show that they can make even one with 'two left feet' a good expert dancer!

I think the expression started from those who were learning to dance. Two left feet assumed you favored your right side, but you were so uncoordinated that you had "two left feet"; therefore you couldn't dance very well. Now it is used to refer to general lack of overall coordination.
