Yes, I am sad to admit it but when I hurt my shoulder and my coach didnt believe me, I kept swimming and was crying like a little girl..
and I swam with a girl that cried pretty much every other practice, so yes you can cry underwater
my recommendation is, if you are crying underwater.. you should get out.. why? kind of like driving.. you shouldnt swim when you are very sad, there is no real reason for it.. unless you just got out of a ship wreck or a plane crash

i have actually had this happen to me i have really bad sholder problems and one day in a really hard and long practice i started to cry so yes it is possible but it is really hard concidering you have to kind of gulp for air i wouldn't suggest doing it, it isn't much fun.
