If you are a Pakistan National, you need to apply and obtain necessary visa from Indian Embassy in Islamabad or from its consulate office in Karachi.
If you are another national now in Pakistan and want Indian Visa from Pakistan, you need to secure it from your country of nationality or origin. still you may visit Indian Embassy/Consulate and have your chances tried.

You better contact the Consulate of Pakistan or the Official Embassy of Pakistan to get a visa to go to Islamabad.
