Filmmaker thinks that's what the public want to see. Don't pay to see it and it will go away.

The Public.

If the public did not go to see R rated (and worse) films, film makers would not make them based on low box office sales.

The people (or public) who went to these movies, undoubtedly talk about the film and refer these films to other people (public)

Films often mimic real life, so there are going to be some pretty raunchy imitations of the public. Often real life contains more obscene ideas and images. (result of people/public)

Last of all, the filmmakers are an example of the public, they are not some removed or special entity. They have lived their whole lives being part of the public.

the obvious answer is the PUBLIC...because
its the common public who shells out the money to watch these movies
these movies or scenes become an outlet to their suppressed sexual desires and they fulfill them by watching these movies
as they continue to do this ,these movies become popular which leads the filmmakers to make more such scenes/movies
also it is the public which has the right to choose what to watch and what not to watch and they obviously choose vulgarity...

The public b/c we continue to watch,and pay the actors and producers salaries.
