I think a lot of answerers are right in that most of us must have broken the law at some time in our lives, knowingly or unknowingly. However, there is a difference, I think, between breaking the law and doing something which causes harm, distress or inconvenience to another person (whether or not the action is legal).
I can't remember who it was who said "The Law, sir, is an ***!" It was probably used in the sense that the Law has no sense (if you see what I mean) but it could also have meant that it is a beast of burden and that it carries without question what is put on its back. In other words, 'the Law' is most fair when it is interpreted intelligently.
The Police do keep statistics on how many crimes are reported and how many are solved. The number of crimes that go unreported must add to that and one can only make an estimate. The actual percentage of crimes per head of population must be fairly small but I am sure it varies very widely from area to area - I can think of areas where the proportion of criminals and people aiding and abetting (we must not forget those) would be very high indeed.
'Society' is too broad a term. In order to have a meaningful answer you would have to specify which section of society you meant.

depends on what you class as breaking the law, if you mean driving a couple of miles over the speed limit or some other petty driving offence or downloading music, probably about 80% of people break the law. but authorities are spending too much time on the petty bends of the law, which can make them money such as speeding and parking, to have time to sort out serious crime such as murder, rape, burglary. they say that crime rates are down, but only petty crime, and the serious crimes are up.

Ha, I can answer that pretty certainly that most of us here have broken the law one way or the another! It really depends on the severity of the crime and what the law is. Telling lies or doing illegal things secrectly, thinking that this would not harm anyone. Come on, what do you think?

Other than minor traffic violations I'd guess 60% of men and 20% of women.
As an example, our President and VP have been arrested several times for everything from drunk driving to vagrancy and theft by taking.
