Running will give you a thinner calf. Or any calf exercises at the gym set at a low weight will tighten that calf as long as you do a lot of repetitions and multiple sets

Use a cream, Nivea or any oil. To remove fat, only fat not muscle, slap the area, preferably some other person does this for you. Slap the total area as hard as you can for one or two hours a day for as long as it takes. Measure your thigh now, rub in the oil and start slapping hard for an hour, measure again. Wow! it really works. Keep your firs measurement and measure again in one or two weeks and then say thanks Tony.

You can't spot reduce. You can lose fat generally throughout your whole body by exercising and eating right. Muscle strengthening will work to a degree as well.

WALKING! it works, take small regular walks roughly about 2 miles, after 2 weeks you will see a result.
