Definitely not because the pressure underwater will temporarily block your eyes from crying.

Yes you can, I fell at the swimming pool once and was crying when my mum lifted me out of the pool, so I assume I must of been shedding tears under water.
Cant remember tho for certain I was only 7!

It is just the matter of the balance between the pressures...
On one hand is the pressure in your eyes, on the other hand the pressure under the water. In other words, depends on the balance of your emotions and how deep you are under the water surface.
If no tears appear, you are too deep in the water, or your emotions are not enough! :D
