Chilli contains capsicin, which is a pungent biochemical.
This is key to attributing spiciness to chilli.
This compound is not so much soluble in water.
But it dissolves readily in fats oils etc.
So, it can be retained by the cell membrane of the tongue for quite some time, giving you the long lasting spicy taste.

Chili peppers are naturally spicy if you find them to hot but like them drink milk, yogurt or creamed cheese or a dip using yogurt or a creamed cheese will take away some of the bite

chilli is only as spicy as you make it. i make both hot and not hot chilli. its all according to what you put in it when you make it.

it does not have to be...depends on what kinds of seasoning you use. I use garlic, onion, Tony Chachere's cajun spices, Louisiana hot sauce, Mexene chili powder and canned diced tomatos and tomato sauce. It is pretty hot. Some recipes are hotter using Cheyenne pepper and such.
