When Superman's costume was created by Joe Shuster around 1934 or '35, he wanted it to resemble an outfit worn by a circus strongman. He also wanted to balance out the color scheme (all primaries) so Supes would look a bit flashier when tossing cars around and such.

must be a fashion statement... he would look odd.. if he was all blue and didn't have red on his lower body to match the red 'S'... and socks are too low
