Ooooh, good question.
I think it depends on who's your favorite character.
Bats is one of my personal faves, but he's got a lot of really silly villains (Penguin, Riddler, etc) alongside some really cool ones (Joker, Clay Face, Catwoman).
The X-men have some really tough ones: Apocalypse, Mister Sinister, Magus, The Shi'ar (depending on the situation), Dark Phoenix, Magneto, The Hellfire Club (my faves - nothing like a group of people with super powers AND money), the Sentinels (especially Nimrod and Master Mold), the Shadow King and last, but not least, horrible writers and movie versions. LOL!

Batman has some seriously silly enemies, like The Penguin and the Riddler, but he also has some of the scariest, like the Joker and Two-Face. Bats has the best overall gallery of rogues just because he has the Joker.

Spider-man..he has doc ock , green goblin, hob goblin,rhino, lizard, carange, sandman.. and VENOM ! . Venom man is like the greatest , he's sadistic and would just kill for fun that always make a cool villian....
Batman does have alot of cool villians too.. and i gotta say Joker is sweet !!!

Definetely Batman, Spiderman of Flash. Money is on Batman. By far the most intriguing with various motives and powers. And if not Batman, its Dick Tracy, he also had the kool villains with odd names and faces that were dangerous.
