11. In the Account Name box, type your Yahoo! Mail ID (your email address without the "@yahoo.com").
12. In the Password box, type your Yahoo! Mail password.
13. If you want Outlook Express to remember your password, check the "Remember password" box.
14. Do not check the boxes labeled "Log on using Secure..."
15. Click "Next."
16. Click "Finish."

If you want to POP your Yahoo mail, you need to be using the premium, Yahoo! Mail Plus service. It's not available on the free account. http://help.yahoo.com/help/us/mail/pop/pop-40.html

POP access is also available if you purchase some of the other premium services, like Yahoo! Web Hosting Business Standard, Professional and Yahoo! Mail - Business Edition, Yahoo! GeoCities Pro, etc.
I don't see any info that says that purchasing a domain name automatically gives you POP access, though. So you may need to check out the details of your purchase to see if it is supposed to include POP access.
Just in case, here are the basic server settings for Yahoo! Mail:
Incoming Mail (POP3) Server: pop.mail.yahoo.com
Outgoing Mail (SMTP) Server: smtp.mail.yahoo.com (use authentication, optionally use port 587)
