The Vatican City, unless you count SMOM, the Sovereign Military Order of Malta, which some countries do give recognition to. Also, if talking population wise, Pitcairn Islands is the smallest with only around 45 folks living there. However it is a British overseas territory, therefore it isn't sovereign.

well vatican city is the smallest but it technically is just a house with the pope in it and cardinals, but the smallest country (not including vatican city) is luxembourg
