a person with this blood type could only take blood from exact same group.

ab+ universal recipient = can take blood from any group but can give blood only to same group.

No, despite the popular belief for the following reasons;

1- Negative or positive makes a huge difference. The person receiving the blood must be compitable in this respect not just the blood type

2- Testing is compuslory because the hospital can be sued if the donated blood is contaminated with certain viruses like HIV or hepatits C.
