Technical writing=Reading and understanding technical material and being able to write a variety of documents explaining, describing, using this technical information.

For example, a software technical writer may write manuals explaining how to use a particular software application. For users, there is one type of manual. For system administrators, another type. For programmers, yet another type. For beginning users, maybe a tutorial. You must be able to understand technical material and commuinicate that understnding to others.

The process of writing manuals, operating guides, instructions, specifications, technical descriptions, etc. for products you might purchase or use. The people who do this are known as Technical Writers.

Technical writing should be short and to the point. A good technical piece has very simple punctuation and grammar.
