Eco=short for ecology. Ecotourism means tourism that is mindful of the environment (and ecology) of an area, any area, not just Iran, but anywhere. It stands in contrast to normal tourism where the people just go, make a mess, leave a lot of garbage, hurt the environment, cause other people to burn down forests to build motels and hotels where the tourists can stay, and so on. Generally, ecotourism is more like camping out than living in a hotel; it may or may not cost less; it is used by various poorer countries as a way of attracting tourists without having to provide all the amenities--roads, hotels, restaurants, and so on.

Eco-tourism is using the area's natural resources (beaches, mountains, whatever is in the area) to attract tourists in such a way as to not destroy the resource. A national park that is kept mostly wild so that hikers and climbers will continue to come to the park would be a good example of eco-tourism.
