You don't ask wether it is a Writable dvd or not but here are the accepted MiB values
DVD-5: Single sided, Single Layer 4.38 GiB or about 4482 MiB
DVD-9: Single sided, Dual Layer 7.95 GiB or about 8141 MiB
if we are talking about writable media there is a slight difference between DVD+R and DVD-R
DVD+R (single layer) can store 2295104 sectors of 2048 bytes so basically 4482 MiB give or take a few bytes
DVD-R (single layer) can store 2297888 sectors of 2048 bytes so basically 4488 MiB give or take a few bytes
Note that the quoted 4.7 GB or whatever on a dvd is using SI notation to calculate space. With SI notation 1 kilobyte can be 1000 bytes or 1024 bytes, though 1024 bytes is the right value (manufacturers know of the problem but they advertise the biggest value they can).
take 4.7 GB multiply it by 1000^3(to the power of 3) and divide it by 1024^2(to the power of 2) to get the real Megabyte value. IF you done the math you would see that 4.7GB is actually 4482 Megabytes give or take a few bytes.

MiB is a mebibyte or one megabyte quoted using binary prefix (1024 bytes standard)
GiB is a gibibyte or one gigabyte quoted using binary prefix (1024 bytes standard)
Windows reports its size using 1024 bytes = 1 kilobyte standard.

A megabyte (MB) equals 1024 KB
A gigabyte (GB) equals 1024 MB
So how much MB is a DVD (typical 4.7 DVD)? Well I gave you the reference, do the math! I hate math!

It depends on the DVD, but looking at the package of DVD-Rs on my desk, there is 4.7 GB or about 4812.8 MB (4800 MB for quick reference)
