It depends on what you mean!
If you go on the formula 1 website, you can compare the fastest laps with the average speed of the winner.
The winner has the fastest average lap speed for the race, but the fastest lap is quicker than this.
Because Alonso has won more races than everyone else so far this season, he must have the highest average speed.
However, if you look at the results, here are the number of fastest laps they have each had:
Fernando Alonso - Renault - 3
Kimi Räikkönen - McLaren-Mercedes - 2
Michael Schumacher - Ferrari - 2
Felipe Massa - Ferrari - 1
Nico Rosberg - Williams-Cosworth - 1
So, even like that, Alonso is the fastest driver, and Renault therefore has the highest speed.
Unfortunately, I cannot find a website that gives the fastest straight-line speed, which may be what you mean.

Although I am a Renault fan and I hate to admit tis, it has to be the Ferrari 248 F1.
Even though it is apparently the fastest car out there, it had some hiccups throughout the season, allowing the Renault R26 to collect win after win (except Imola and Nurburgring).

I think Mercedes- Benz have the most powerful and fastest car in F1 but they lack reliability of engine.
