I like the "Beauty and the Monster".
I don't know if this counts as a witch movie. The monster is a deformated person from a genetic mutation but I'm not sure if this was a witchs' action!
If yes, then this is my favorite.

The Wizard of Oz or Sleeping Beauty. Go ahead LOL, but the witches in those movies put in some of the best performances, and are impossible to forget, Yeah, I'd say they did the best job, and both were actually pretty weird and spooky in their own way.
