Yes. Your insides are stretching and trying to make a place to fit your growing baby and uterus. It's normal. Just take some Tylenol and stretch slowly. A nice warm bath (less than 20 minutes, of course) could help loosen everything up. Drink alot of water, as hydration dramatically effects the way muscles bend and stretch. Call your doc if the pain gets worse.

13 weeks is about the time that the uterus is just coming out from the pelvis, from behind the pubic bone.
It concerns me a little that (if I am understanding you right) this "symptom" appeared suddenly, literally, overnight. That doesn't sound normal. You shouldn't be in pain, or feel sore. Have you noticed a change in the frequency of your urination? Any pain or burning with urination? Vaginal discharge, irritation, odor? Nausea, back pain, dizziness? Fever?
The first thought that popped into my head was a bladder infection. These are quite common in pregnancy, and often do not present with the same symptoms as when not pregnant. In fact, many pregnant women have no symptoms whatsoever.
Unless this discomfort goes away on it's own immediately I think you should call your doctor or midwife. In the mean time, drink extra water, cut out any caffine, no sugar, and take some cranberry capsules. None of this will hurt, and can definitely help if you have a UTI brewing.

Who ever said Braxton Hicks contractions.... It is INCREDIBLY rare that they would be starting as early as 13 weeks...
The reason the skin on your belly would feel tight is because, like everyone has already said... your insides are growing. As your uterus grows (in actuality it stretches, not grows... like your belly), the muscles and ligaments connecting your uterus are being stretched out as well. In all actuality, you ARE pulling muscles. Just be care full when you move around, you will get used to it and find you "zone" of comfortably. Also you will want to get a Coco Butter lotion (make sure it contains Vitamin E and "Elastin") to avoid stretch marks (which will occur in all kinds of places... not just your belly) and make your skin stretching less pain full.

My wife went through that with both of our kids, The tight, stretchy feeling is you starting to grow. And don't worry about not putting on much weight, from certain angles no one could tell my wife was pregnant all the way up until she had our son (on Monday btw) and he was a healthy 7lb. 10oz.

It's probably just your ligaments stretching, which is totally normal but not very much fun. Still, ask your doctor on your next appointment. And congratulations!
