PEOPLE in general will look at any young girl who dresses "sexily" and will do it for any number of reasons. Someone looking (even and old man) could mean they are in disapproval of what the girl is wearing. But on the flip-side... take a moment to consider... : when you are 60 years old... do you honestly think you will be able to find men YOUR age as attractive as lets say a 21 year-old man who looks like he could be in play girl?... didn't think so.

You answered your question yourself -- because they're "horny old men." What difference does age make? There are horny young men, too, and they do just as much "peeping" as do old men.

You will find out as you get older, but, there is a difference between looking and wishing !! I am 43, I look at a nice ***, remembering the days when I was with a nice firm ***, tight body............then age sets in.............all the women you know are old now, sagging ****, droopy ***...............so when I look at a young girl it's not like "oh man, I would like to have that" it's more like ....she really is beautiful and pleasant to look at. Not in a perverted way. Although there are ALOT of perverts out there who want a young girl.......cant understand why though?.....pervs?

Because they're easier than young women who don't dress sexily.
If they don't want people to stare then they should cover themselves up.
