If writing is when the Writers message is converted to a visual (or in the case of the blind tactile) language on a stationary medium.

reading is the what we call the method of inputing the now visual (or tactile) message into the readers mind.

so that information flows from the writer to the reader through the medium of reading.

Reading written words is a process that involves learning to recognize the letters, the sounds the letters make, the meaning of the words, the way the meaning changes when suffixes and prefixes and such are added. It is a complicated mental process and starts by having to sound out letters and words. At some point the brain starts working a bit faster and one no longer needs to sound out words, but the process happens mentally and at great speed. A fluent reader can read quickly, with understanding. An emmergent reader struggles with pronunciation and meaning.

One reads written text or symbols. Stories can also be told using just pictures as in a comic strip that has no words. But deciphering the meaning behind just a picture is not the same as reading text.
