The driest place on Earth, and one of the coldest, is the Dry Valleys in Antarctica. There are several frozen lakes there, and the only place where they ever thaw is round the edges in the middle of summer. The frozen surfaces aren't flat; they've got ripples on them, like a lake with a light breeze blowing. The reason is, that the ice cracks, and the vapour pressure over an ice surface increases the more sharply it's curved. So if you've got a piece if ice with sharp corners, like the edge of a fracture, the edges vapourise faster than the flat surfaces, and they become smooth and rounded. So if your water is frozen, you break it into fragments and the corners evaporate faster. If the water is liquid, you increase its surface area, by pouring it into a shallow container or soaking it up into a wick.

Without the use of any kind of heat, the best way to make water evaporate would be air movement over it.

if the area of water exposed to atmosphere is more , then evaporation will faster , also if there is fast movement of air above it, if the humidity above water surface is less also water evapoates faster,n temperature of course but u said without sunlight n any external heat ...if u can accomplish the above said conditions then u can evaporate water faster i believe.

If we can't add heat, or change air pressure or humidity, then...

Spill the water on the floor, as widely as possible. This will maximize the surface area, and thus maximize the rate of evaporation.

You can buy this stuff at Linens & Things, 3D Bed & Bath.I forgot what its called but it comes in a small plastic container with little white granules (tiny rocks). It's made especially for what your asking for, walk into any store similar to these and just ask.It runs $10 bucks and I guess it works cause I saw water collecting in the container days later.I hope that helps, if not
sorry.

make the water to move with tremendous velocity in our atmosphere.due to air friction the water will get evaporated.i think this is the "fastest" way to evaporate.

you can mix alot of salt with water....it will evaporate, but not as quickly as with heat or sunlight...im pretty sure...haha, don't take my word on this, just a guess...

u cud do the foll things:
1-the air surroundin it shud b made as dry as possible.(humidity shud b low)
2-the pressure on the surface of the liquid shud b low.
3-the temperature shud b high.
4-there shud b fast movement of air above the water.
