because while you are developing intruterine, you r sex could go either way, until the correct signal is interpreted that now tells you whether you will be male or female.
that is when the body parts start to differentiate....
penis becomes clitoris, testicles do not descend and become ovaries, the scrotum stays split and becomes the labias...nipples will stay, they will not just disappear

Actually, they can do something, at least the medical profession says so, I haven`t tried it myself. But the Docs do state that with the proper stimulation, men can lactate. Too gross for me to try, but no doubt some of the guys will try and get their freak on tonight with themselves. If ya don`t believe me, look it up.

Basically, we all start out as girls while in our mother's wombs...so men grow penises, but the nipples are left (cause they aren't gonna just disappear).
