If you are in a committed relationship, Yes. If you are going together (to the orgy or gangbang), i guess it would have to be ok with the both of you. Well until one or the other gets jealous, and the relationship is over. And oral sex is cheating, no matter what Clinton says!! LOL!!

Sex, of ANY form, without your partner is cheating. Even if a woman just gives a guy a hand job. Face it marriage and a committed relationship mean that the couple only agrees to have sex with each other.
Now if BOTH partners agree to get involved in such an event then that may not be considered cheating.

No, if all involved in the relationship are aware & okay with it.
If your partner doesn't know about it or disapproves, then it definitely IS cheating.
My husband & I, when we first got together talked about what constitutes "cheating" and came to the consensus that cheating is doing something (doesn't matter how slight) you wouldn't do if your spouse was standing right next to you. Defining that at the very beginning of our relationship left no room for ambiguity later on--and we are both mindful of how we behave (and blissfully happy).

It's cheating if you keep it from your significant other or do it without their permission. If they are fully aware of what you are doing, than no, its not cheating. It's still not a great way to act in a committed relationship, but not technically cheating.
