When you subtract the sum of the digits from any two-digit number, you ALWAYS get a number divisible by 9. The answer page assigns the same glyph to all numbers divisible by 9, then shows you that glyph.

Next time you do it pick more than one number. You'll notice that all of them come up with the same sign. Some numbers are impossible to get using the series of procedures. These they give a different sign. If you'll pay attention to the page that shows what number is what sign, one always appears more than the others. That is the one that will be picked at the end.

You're choosing a number from 1-100. Let's call this number "ab" with "a" as the 10's digit and "b" as the 1's digit
So the number is 10a+b.
Now you substract the sum of the numbers from the original #:
(10a+b) - (a+b) = 9a
Therefore, you'll end up with a multiple of 9. Notice how every multiple of 9 in the chart is the EXACT SAME sign.
And that's how it works.
