Most rental companies have clauses in their rental contract prohibiting towing of trailers, other than those provided by the rental company.
You could check with United Rentals http://www.unitedrentals.com/ or other companies that rent construction trucks and equipment

check the rental agencies (i.e. hertz, avis etc). They rent SUV's and trucks.
