Physical health - no. Mental health - yes. You create a dependence for yourself, and it's never good to have a dependence of this nature. It always turns into something worse. It starts as masturbation, and almost always turns into pornography, and all of the crime that follows that.

If you had asked if there were any ill effects on health if a male masturbates 2-3 times a minute then I would say you had a serious problem however 2-3 times a week is normal. Actually its less than normal so I would say you have nothing to worry about at all. Most men I know do it atleast once a day. Even some of us women do ;)
